Validate capabilities, performance, controls and integration requirements before implementation. Applies multi-objective optimization (model: procuresense-agent-v2.1, icon: inventory_2, color: #9C27B0) to calculate optimal order quantities balancing cost, waste reduction, stockout prevention, and service level targets. Generates supplier-specific orders with confidence scores, delivery scheduling, and sustainability impact. Dependencies: forecaster, risk-assessor, supplier-intelligence. Utilizes tools: calculate_optimal_quantities, balance_objectives, generate_orders, schedule_deliveries.
